Here's a link to my proposed skill UI.  It doesn't say it anywhere, yet, but the skills require a certain amount of Focus or Strength (just for Construction right now).  15 for tier1 skills, 30 t2, 60, 90, 120.

If you want to make a standalone Classless Character mod we can do that (I'll change things up so it can be accomplished in the UI), but right now it's set up more for what I want to do with LoE.

Oh geez, I totally forgot to mention it's only attached to the Embermage right now.  Whoops!
