Hi, PJ! My guess is its using Knockback (a buff for weapons or units) instead of Knockback Effect (for dynamic skills). Or it's using a graph on the effect, which will break a knocback effect.
Hey correct on both counts! TESLABOMB1 is using KNOCKBACK and VANQ_TBOMB1_GYT is using KNOCKBACK EFFECT but applying a graph to it

Also, not sure how interested you are in making large changes, but I was just thinking that Tesla Bomb would greatly benefit from one of Twinkle's invisible pet layouts to make the knockback send enemies away from the center of the explosion instead of always away from the player. Of course, while more realistic, this could also be really annoying from a gameplay perspective.

That's not a large change and, even if it were, I'd still be up for it

Version 157 fixes the bugged knockback in the Vanq's Lightning Bomb skill.
As suggested earlier by gyt, this implemenation of Lghtning Bomb uses an invisible dummy unit to cast the final portion of the skill.
V.157 is up on Steam and currently uploading to RGF.
