Mod Package and Publish Error

• I am trying to build and publish a mod. I've built it like I've done all my other mods (which always built and published just fine), but this one shows:
  
  Build Started:
  Source:C:\Program Files (x86)\Steam\steamapps\common\Torchlight II\mods\torchfull final\mod.dat
  Target:C:\Program Files (x86)\Steam\steamapps\common\Torchlight II\mods\torchfull final\TorchFull_Final.mod
  Pre-publishing file to get a Steam ID.
  Pre-sharing....
  Error: Steam Msg - file was not found

• Hi dragondawn! Is that mod.dat file present and if so what are its contents?

  it is present and contains the default info
